2006 MCAC Softball League Rules
Players, captains, family and friends should remember at all times that this is RECREATIONAL softball. HAVE FUN!
- Park Rules
- (a) NO alcoholic beverages. The Monroe County Sheriff’s Department reserves the right to inspect coolers in the vicinity of games to find alcoholic beverages. If alcohol is found, the offending team receives an automatic forfeit.
- (b) NO littering. Genesee Valley Park is a “carry in, carry out” park.
- (c) NO glass is allowed in Genesee Valley Park.
- Equipment
- (a) The Home Team is responsible for supplying and setting up bases prior to the start of the game.
- (b) The official game ball will be the Worth Gold Dot (.44/375) slow pitch softball. [subject to change]
- (c) Only authorized bats may be used. A complete list is available at

- Personal Conduct
- (a) No profanity or fighting.
- (b) No unsportsmanlike conduct.
- (c) Umpires’ decisions are final.
- (d) Should an umpire be unavailable, it shall be the duty of the Captains and Co-Captains to resolve disputed calls. Catchers shall call balls fair or foul.
- (e) It is the responsibility of Team Captains and Co-Captains to establish standard of behavior for their team. As such, it is imperative that they remain calm and civil at all times.
- (f) Immediately before the start of each game, Team Captains and Co-Captains will introduce themselves to the opposing team and the umpire. Home will introduce themselves to Visitor and then Visitor will introduce themselves to Home. This will allow all players to instantly recognize Team Captains and Co-Captains in the event of a disputed call.
- Rules of Play
- (b) Fielding
- (1) No more than 6 infielders including the pitcher and the catcher may be on the field prior to the batting of the ball.
- (2) Infielders must start the play on the dirt, not on the grass.
- (c) Pitching
- (1) Balls and Strikes will be called. If any portion of the ball crosses any part of home plate between the batter's knees and chest, that pitch shall be called a strike. Any pitch swung at and missed is a strike, even if the catcher drops the ball. foul tips count as strikes, but must be caught for outs strike 3.
- (d) Batting
- (1) There is a maximum of 15 batters per inning except for the 7th inning in which the team that is batting is behind. At the end of the plate appearance of the 15th batter, the inning is over regardless of the number of outs recorded or base runners left.
- (2) A batter will be called out if he/she bunts or chips downward.
- (3) No outfielder can be the first to touch the ball while the ball is still infield.
- (e) Base running
- (1) No leading off base or base stealing. Base runners must be in contact with the base until the batter hits the ball.
- (2) Sliding is legal. However, any intentional attempt to make contact with a fielder is illegal. In such an event, the base runner is out and the league reserves the right to expel or suspend players who violate this rule.
- (3) Fielders can not block the base paths without secure possession of the ball. If they do so, base runners are allowed an additional base.
- (4) Runners must touch the second home plate (located immediately behind the original home plate) in order to be safe at home. Defensive players can only touch the original home plate and runners can only touch the second home plate. If the runner touches the original home plate, he/she will be out and the ball will remain live.
- (5) A safety base is manditory for first base. the safety base must be placed so that the white portion is where the first base normally would be and the colored portion in foul territory. In the event that a safety base is unavailable, teams may substitute two standard bases of different colors. A runner MUST touch the colored portion of the base on the initial play to the base or be called OUT. After the initial play, the base runner must always use the white portion of the base. A runner in contact with the colored portion is considered OFF the base. An exception to this rule in initially running to the base is that the runner can touch the white portion of the base if he/she is trying to avoid a collision.
- (6) If a runner dislodges a base, neither he/she nor succeeding runners are compelled to touch the out-of-position bse. Subsequent force or tag outs should be made at the original spot.
- (e) Other: There is a 10 run mercy rule option for the losing team after 5 complete innings have been played.
- Rosters, Schedules, Scores
- (a) The Home Team is listed FIRST on the schedule.
- (b) All scores must be reported by the HOME TEAM within 24 hours of the game’s end. Scores can be reported by calling 275-1442 or e-mailing david_mahon@urmc.rochester edu.
- (c) Rosters are open until the last three weeks of the season. The Fitness & Wellness Center must be notified of changes to the roster prior to the scheduled game time.
- Called Games
- (a) Rain-outs will be called no later than 4:30.
- (b) Cancellations must be called in no later than 4:30.
- (c) Rescheduled games must be e-mailed to david_mahon@urmc.rochester. edu
- Line-ups and Batting Orders
- (a) Players entering the game must do so either at the end of the line-up, or in place of a disqualified player, or to satisfy gender requirements. Fielders may substitute from currently eligible batters.
- (b) Teams are permitted to borrow players who are already listed on another team’s roster.
- (c) Captains must present a written line-up to the opposition and the umpire before the game begins. Failure to present a written line-up 10 minutes past the scheduled game time will result in a forfiet; teams may play a scrimmage game.
- (d) Whenever possible, there must be an equal number of men and women on the field and in the batting line-up. When this is not possible, the following penalties apply.
